Usually, the main appeal of a video game villain is that you can see them hoisted by their own petard at the end of the game. You take out the big bad, save the day, the credits roll and everyone goes home happy. If we're lucky, their downfall will be ironic even to their grand plans.

10 General Serrano – Storm of bullets
“You will live to fight another day thanks to me”
Bulletstorm's bigoted, misogynistic, and sadistic General Serrano has been a thorn in Grayson Hunt's side ever since Grayson discovered Serrano was using Hunt's crew as an illegal death squad. In an act of revenge (or blind drunkenness), Grayson crashes his and Serrano's ship on a deserted planet full of hostile mutants.
While Grayson and his friend Ishii are forced to partner with Serrano for a while, the not-so-good general betrays Hunt and leaves them for dead, and as Hunt approaches him and gives him a bit of a blow hits, does not finish the job. . The game ends with a sequence of Serrano and a brainwashing thing that was never followed up.
9 Aaron Griffin – Gears Of War
“We will settle this time again, Phoenix.”
Gears Of War 3 was billed as the end of the Locust War era of the Gears series, with the COG's fight against the Locusts coming to a bloody end at the end of the game. However, what some may forget is that the fourth episode of GOW3 introduces a human character who – well, he's not evil, just a little sharp.
After losing Dom, a broken Delta Squad arrives in Char, a city devastated by the COG's Hammer Of Dawn strikes. There they meet an Imulsion baron named Griffin. Griffin reveals his hatred for the COG and forces them to do Marcus and shout when the tower is attacked by Lambent and Locust. Griffin leaves with a promise to settle his differences with Marcus at some point in the future, but we're still waiting to hit the guy.
Griffin appeared in the novel Ephyra Rising, which takes place after the events of Gears 3, but she and Marcus do not interact.
8 The G-Man – Half-Life
“Preparing for unpredictable consequences”
Look, do we know if the G-Man from Half-Life is a proper villain? No, since the mysterious man in the business suit is both responsible for many of the series' disastrous events and has even appeared hostile to Gordon Freeman at times, he has also shown mercy to Freeman and the gang. Enter Shenmue 3, which features a match between Ryo and Lan Di, but Lan wipes the floor with you and the game ends with another fight at the end of the line. However, the lackluster reception of Shenmue 3 probably killed those chances.
6 Necromorph Moons – Dead Space
“Make us whole”
The Necromorph Scourge in Dead Space is not a traditional villain. Their only motivation is to feed, kill, and perpetuate the mutation cycle by ingesting new organic matter, essentially turning them into space zombies, but Dead Space 3 features a necromorph hive mind that has morphed into a moon that seeks out The place is the earth. Jackie Estacado has a bit of a complicated life. He is now a skilled mobster, but on his 21st birthday, a power called the Darkness awakens in him, which is as evil as it sounds. During the first game, his girlfriend Jenny is murdered, and Jackie is on supernatural revenge for the rest of the game.
In the sequel, Jackie is still in mourning, and in the finale, Jackie literally fights her inner demons in Hell to save Jenny's soul. He does so, only to discover that Jenny is now Angelus' new vessel, the antithesis of Darkness. Angelus traps Jackie in Hell for eternity, where he remains, as the series hasn't seen a new game in a decade.
3 Rourke – Call Of Duty: Ghosts
“There will be no ghosts…”
We're sorry to have to remind you of the existence of Call of Duty: Ghosts, but there are literally dozens of people who want some kind of resolution for the climax of the game. The campaign ends in a post-apocalyptic United States subsequently invaded by a South American coalition called the Federation, with the Hash brothers and player character Logan avenging their father by extracting the former soul of Gabriel Rourke.
In the final shots of the campaign, you see a wounded Hesh and Logan washing up on the beach, celebrating a job well done, only for a still-alive Rourke to blind the brothers, beat them all over the place, and then Logan. steals The implication is that Logan is then brainwashed like Rourke, setting off a sequel that was never made.
Has Rourke even reappeared as a Warzone character? Did Activision abandon Ghosts entirely?
2 Isabella Keys – Dead Rising
“You are the ones who caused this nightmare.”
If ever there was a character in the game who could consistently pull it off, it's Isabella Keys. He's been involved in orchestrating the outbreak since the first Dead Rising, and while he's remorseful, working with Frank West after seeing the horrors his brother Carlito unleashed, he's not innocent.
Keyes was forced to work with Phenotrans to develop the Zambrex, though the Phenotrans would eventually deliberately start causing an epidemic to harvest the queens needed to make the Zambrex. Then, in a scene after Dead Rising 3, it's revealed that Keyes started the outbreak in that game in an attempt to reveal Nick's location and create a real cure, to clear his family's reputation. It must have been the victim of several hundred thousand newly converted zombies.
1 Victor Donovan – Dead or Alive
“So phase 4 is ready to go?”
Fighting game villains usually make an appearance as part of the game's story or just because you can load up a match with that character and wail on them yourself. It may not be a traditional game, but beating up an idle Kazuya is a nice stress reliever after Tekken 7's story mode. His boss's fight was brutal.
However, one of the villains who managed to escape the beating is Donovan, dead or alive. Donovan, a secret figure in the company responsible for the Dead or Alive tournaments, steals fighters for simulation experiments to create the ultimate fighter. His plans are usually thwarted, but Donovan is like a Saturday morning cartoon villain planning his next move until the heroes blow up his base.
