The pirate crew arrives each piece tend to be relatively large. Most pirates seek strength, and to some extent there is such a thing as strength in numbers. That being said, not every crew has the luxury of having a lot of pirates.
Although many of the main antagonists have groups of grunts in addition to their high-ranking members, the rest of the crew are relatively small in their groups. This list looks at some of the smallest crews in total each piece Serials and how they came to be.
6 Straw Hat Pirates

The main crew of the show is relatively small compared to most pirate crews seen. When Luffy started his career in piracy, he only wanted a crew of 10. He currently has about nine, with Zeus, the eponymous family, considered an extension of himself rather than a full member. It remains to be seen who will be the last of his crew, or if the self-imposed toll will be the Straw Hat Pirates' true final tally.
Although Luffy invites anyone he thinks is interesting enough to join his crew, in practice each of the official crew members has a specific job they do after joining the crew. Jimbi, their last official member, serves as the helmsman, using his strength and skill to maneuver the ship. Beyond their practical uses, it is accepted that each Straw Hat is a notable pirate in their own right, as stated by Admiral Kizaru, who calls everyone in the crew a monster.
The crew bolstered their numbers with a large fleet of Straw Hats, who pledged themselves to Luffy in gratitude for the crew. That said, they are not official crew members and are not even recognized as subordinates by Luffy, instead treating the group more like an alliance.
5 Fake Straw Hat Crew/ Fake Baby Pirates

This crew of fraudsters is formed to take advantage of the original reputation. They tend not to look like their counterparts, but they have enough superficial similarities for the design to have been somewhat successful for a while. They notably lacked Brooke in their band, despite him being a member of the crew when they debuted. This is probably due to his status as a new member and not much public information at the time of their formation. The fake Straw Hats are all voiced by the actual Straw Hat performers, but are passed to different crew members. For example, their captain Demalu Black is voiced by Sanjay Musicians. Giving away more of the game, some fake Straw Hats boast about their gifts and connections, something real members don't usually do.
Black, unlike Luffy, does not care much about his subordinates except to use them to further his own goals. He attempted to raise a larger crew, gathering powerful pirates with high bounties to act as his underlings in a manner not dissimilar to Buggy's. The crew included caribou pirates who wanted to kill them from the inside. However, the scam was quickly exposed when genuine straw hats returned to piracy. Most of the crew were thought to have been buried alive by the caribou, but apparently it was not fatal, as some were later found alive and captured.
At least four of the crew members continued to have this type of encounter while being held at Naval Base G-4. Black, along with Manjaro, Drip, and Turco, pretended to be the pirates of a child who was recently believed to have been lost at sea.
4 New giant warrior pirates

This crew consisted of five former mercenaries from Elbaf. They worked for Buggy's Delivery and were generally regarded as the highest paid. However, after their leader Hajrodin was rescued by the Straw Hats on Dressrosa, he left the organization and formed a pirate crew in the vein of the Giant Warrior Pirates. Hajardin became one of the seven captains of the Straw Hat Grand Fleet, an organization of underlings devoted to Luffy.
Like the Straw Hats, each of these pirates has a role they serve in the crew. Stensen is a sailor, Goldberg is a cook, Rod is a sailor and Gerd is a doctor.
3 The idea of pirates

The Idea Pirates were one of several crews formed as part of the Straw Hat Grand Fleet, a coalition of pirates sworn to serve the Straw Hats in thanks for their actions on Dressrosa. Although some members were active as pirates before forming the crew, others decided to become pirates for the sake of it. Unlike other crews formed to serve the fleet, such as the Happo Navy and the Grand Fleet of the Ionta Maria, the Ideo Pirates had no prior incarnations.
Four of the crew were participants in the Corrida Colosseum, who later became involved in fighting the Donquixote pirates. It's worth noting that all four were cursed by Sugar, who turned them into toys that acted as slaves for Doflamingo, effectively erasing them from everyone's memories, including each other's. After their release, they remained loyal to the Straw Hats and fought those who wanted to claim their prizes.
Ideo, the captain of the crew, is a skilled martial artist who has twice won the New World Central Fighting Tournament. Blue Gilly is a Jao Kun Do practitioner who belongs to the Long Clan. The remaining two crew, Abdullah and Jeet, are a pair of ex-bounty hunters who tend to fight back-to-back. They gained notoriety for bombing a government building at some point in the past. In keeping with the crew's martial arts theme, they are both based on and named after famous Canadian professional wrestlers.
Their ship was gifted to them by Orlombus, who, already in control of the fleet, had the largest number of ships and crews in the Straw Hat fleet. It is unclear if the Idea Pirates are looking to expand, as their goals are not specified outside of wanting to serve Luffy.
2 Macro pirates

The Macro Pirates are one of two crews that broke away from the Sun Pirates after their new captain, Jimby, became a warlord. According to this origin, they are an all-fish-man pirate crew. They are further distinguished by each member's catch of freshwater fish, Makro is a pelican eel fisherman, Gyaru is a pop-eyed goldfish man, and Tansui is an arowana fish man.
As a member of the Sun Pirates, Macro was one of the most ruthless members of the Sun Pirates, good at killing humans. Despite this, he, along with Gyaru and Tansui, took an interest in Koala, a former human slave who was returned to his family by the crew. Unfortunately, this action disintegrates the crew as their captain, Tiger Fisher, is killed and Arlong is captured after Koala's family contacts the Marines to capture them in exchange for allowing them to escape Koala's slave status. ignore
It is unclear how much this perceived treachery shaped the philosophy of the Grand Pirates, but despite their history as members of the Sun Pirates, the crew, led by and including former slaves, seemed to They have little problem with enslaving others. They notably tried to capture Kami, a kissing gourami mermaid, 31 times because of her high value as a slave. The Macro Pirates also tried to capture their former friend Hatchan on at least one occasion for similar reasons.
The crew isn't shown to have any special abilities because they haven't been able to portray anyone on screen. They used to be connected to the Flying Fish Riders, but probably aren't anymore due to the change in spirit of their leader, Duval. The small size of the crew is probably due, at least in part, to the general unpopularity of slavery among fishmen.
1 Foxy Pirates

The Foxy Pirates were once a giant pirate crew with hundreds of members. They tended to expand their size through Davy Back Fights, a pirate tradition in which crews battled each other, with the losers often forced to cede crewmates to the winners. They encountered the Straw Hats once, but attempted to humiliate them and steal the crew they wanted. Despite a lot of cheating in Davy Back Fights, their members seem to be really good at the events they decide to participate in. Their captain is Fox, whose Devil Fruit allows him to temporarily slow down anything trapped in the beams he can.
However, even at their most competent, they are put to shame by the much stronger pirate crew in the New World, especially the Straw Hats. Since the initial defeat, the crew is largely a joke, serving mostly as a constant of non-canon events in the anime. The final saga confirms that Foxy's pirates have reached rock bottom, as only Foxy, Porsche, and Hamburg are seen on a small boat that is not their main ship, the Sexy Foxy. Although not fully stated, it is possible that most of the crew were lost along with their ship in one or more of Davy Beck's battles with other crews in the New World.
