Eeveelution was introduced in Sun & Moon if the information in the leak is to be believed.
It's been almost three weeks since Game Freak was hacked, and Pokemon's deepest and darkest secrets have been released on the internet. The leaks also continue with big revelations coming in the last 24 hours. One such revelation is that there were plans to introduce an eighth Eevee evolution, but similarities between the Pokemon design and a fan-made design caused the Eeveelution to be shelved.
Shared by Centro Leaks, the notes, which are claimed to be part of the Game Freak leak, mention plans for a Flying-type Eeveelution that are currently “pending.” Eevee's new evolution was supposed to be introduced during Gen 7, so via Pokemon Sun & Moon, but Game Freak decided not to move forward with its inclusion after someone pointed out that the design for the new Pokemon was too similar to is a fan already created.

The leaked memo mentions the potential “high cost” of including a Flying-type Eeveelution that closely resembles the fan design, and explains why it's on the shelf. Although he appears to have signed the memo suggesting that he will revisit the design in the future, the date of the memo is June 17, 2014, meaning that it has been over a decade since the evolution of the Flying-type Eevee ended. This is the first thing we do. I have never heard of it
We should have had a Flying-Type Eevee evolution by now
Trying to design it may cost us money
That's not to say that Eeveelution's Flying-type plans have been abandoned forever. Pokemon fans expected Eevee evolved forms to expand, especially after the usual pattern of new Eeveelutions being introduced every two generations ended with Gen 6. It will be introduced through Gen 10. Four generations have passed since the last new Eeveelution to that point, the longest gap between them so far.
As for what the Flying Pokemon-type Eeveelution would look like, if it were to fall on Game Freak's radar because it looked too similar to a fan-made design that got enough traction, there's a very real chance you've seen it. . If a Flying-type Eeveelution is to be made, it will likely be a completely revamped design so it doesn't resemble the old design.
More information about Pokemon's past and future will likely be revealed in the coming days as everyone digs into the latest batch of leaks. Flying-type Eeveelution joins what appears to be an indication of which starter Pokemon to choose from in Pokemon Legends: ZA.
