How the organization created problems for the Marines
The Cross Guild has created a reward system aimed at Marines. They reward notorious marines, making them a target for criminals and civilians alike. According to Eiichiro Oda, the purpose of the Cross Guild reward system is to create chaos for the Marines. Marines' lives are at stake, so they must be more careful. The organization has created a system that awards Marines based on their strength, and it's more or less an accurate representation.

- Admirals: 3 crowns or 3 billion berries
- Vice Admirals: 5 stars or 500 million berries
- Rear Admirals: 2 stars or 200 million berries
- Commodores: 1 star or 100 million berries

Fleet Admiral being the highest award makes perfect sense. Not only is he the leader of the Marine Corps, but he is arguably the most powerful member of the organization. Just below the fleet admiral are the three admirals, and they are considered the Marine Corps' greatest weapon. Each admiral has insane abilities that allow them to take down the worst criminals. After the admiral, there are vice admirals and rear admirals. Other tiers usually don't have elite fighters, but the cross guild makes exceptions and sets rewards accordingly.
Garp and Koby are exceptions
Monkey D. Garp and Koby have been confirmed as two exceptions to the Cross Guild ranking system. Garp is a Vice Admiral, so in theory his reward should be 500 million Tots. However, the Cross Guild is aware of Garp's monstrous power. So, they have awarded him 3 kroner or 3 billion tut. Garp is a living legend, with the likes of Gol D. He has fought Roger, Shiki, Whitebeard, Rox D. Zbek, etc. He is also the only Marine to ever trap the Pirate King in battle. It could be argued that if Garp had been younger, he would have had the grace of an admiral.

While Crocodile and Mihawk are able to defeat Buggy, it's too late to stop the momentum as the wheels are already set in motion.
