Raku Raku New May

Rako Rako no Mi is a powerful Zoan-type Devil Fruit introduced in the Egghead War. This devil fruit allows the user to transform into a sea otter at will. At the same time, the user can transform into a hybrid sea otter, which allows them to retain their existing powers in humanoid form.

This devil fruit was eaten by Vice Admiral Pomsky. It is very powerful and allows him to channel his immense power through his weapon. Since sea otters are also aquatic animals, it is likely that a Pomsky can survive underwater, but most likely cannot swim.
