Without the Marines, the Pirates would be the dominant force each piece. The people who serve the organization do their best to make sure that pirates don't wreak havoc around the world. Obviously, some Marines are more dedicated and put more effort into their work.
Unfortunately, their actions are not always recognized. Higher-ups can be biased and can easily overlook a soldier's accomplishments if they choose. With that in mind, here are some Marines who should be promoted for their work.
7 Kujako
Current rank: Rear Admiral
Kojako is the grandson of Tsuru, who is a legendary musketeer. Kojako is fearless and hardly bothered by challenges. He is confident in his abilities, which is why he does not hesitate to undertake risky missions.
Kujaku has Muchi Muchi no Mi, a Paramecia-type Devil Fruit. Power is tied to his whip. When someone is attacked, they inevitably become subservient to Kojako and follow his every command. This ability is not limited to living things. Even inanimate objects like buildings can be turned into obedient slaves. Kojako played an important role in saving Kobe in Hachinosu. So he has proven himself worthy of promotion.
6 Prince Gross
Current rank: Rear Admiral
Prince Gross is part of a new generation of Marines. He is one of the few young Marines who has proven his ability to handle tough situations. Gross was first introduced in a cover story involving the Biggie family. However, his proper debut came in the Egghead arc.
Prince Gross is a gifted fighter, as evidenced by his performance in Hachinohe, where he helped Garp save Kobi. Gross used his Gunyo Gunyo no Mi to create clay golems to both attack and distract the pirates in Hachinosu. While Gross is very talented, he may have to work a little harder to become vice admiral.
5 Bogard
Current rank: unknown
Bogard is Monkey D. Garp's right hand man. He has been a part of this organization for decades and there is no doubt that he is loyal to the Marines. Bogard hasn't been in a lot of fights, but he has a lot of experience. He knows his limits and doesn't charge recklessly.
Bogard's rank is unclear, so it is assumed that he is at least an ensign. If so, Bogard certainly deserves to be a rear admiral or at least a commodore. As the story moves quickly towards its conclusion, it doesn't take long for fans to learn Bogarde's true power and rank.
4 Rosinante
Last known rank: Commander
Donquixote Rosinante was Huming's son. Unlike his brother, Rosinante was kind and compassionate. He knew that Doflamingo was on the path to destruction, so he decided to stop him by stealth. Rosinante joined the Marines and returned to Doflamingo to monitor his activities.
Rosinante was great at her job and her devil fruit played a big role in helping her trick her brother and the rest of the crew. Rosinante's Nagi Nagi no Mi nullified the ambient noise, making it perfect for her gimmick. Rosinante got all the important details about Doflamingo that the latter would never have known if it weren't for Vergo. At the time of his death, Rocinante was only a commander. A man of his caliber should have been at least a captain.
3 X Drake
Current rank: Rear Admiral
X-Drake is the captain of SWORD, a top secret organization within the Marine Corps. He stayed hidden for years, leading everyone to believe that he was a supernova and that his goal was to become a great pirate. X-Drake successfully infiltrated the Beasts Pirates to learn more about the Yonko's plans and inform his SWORD members about them.
X-Drake has Ryu Ryu no Mi, Model: Allosaurus. It's an ancient Zoan-type Devil Fruit that allows him to transform into an Allosaurus. This enhances his physical attributes significantly, enabling him to fight stronger enemies without any problems. X-Drake is currently Rear Admiral, but there is definitely a promotion in the works.
2 Kobe
Current rank: Captain
At the time of his introduction, no one would have predicted that Kobe would become one of the most underrated One Piece characters. He joined the Marines after Luffy rescued him from Alvida's clutches. Subsequently, Garp took Kobe under his wing and trained him to become stronger. The training was a resounding success, and Kobe eventually improved both physically and mentally.
Kobe played a role in the Rocky Harbor incident, earning him the title of “hero”. Kobe was also involved in the massive battle at Hachinosu, where he was able to destroy Pizarro with a massive arm attack. Aside from these feats, Kobe also received the endorsement of Garp, who called him the future of the Marine Corps. All things considered, Kobe deserves to be at least a Vice Admiral.
1 a smoker
Current rank: Vice Admiral
Smoker is one of the few recurring characters each piece who are not affiliated with the Straw Hat Pirates. Smoker first appeared in the Loguetown arc, where he defeated Luffy and nearly captured him as well. However, Dragon saved his son and thwarted Smoker's plans. Smoker didn't give up and he entered the big lane after the Straw Hats.
Despite his lack of screen time, Smoker remains a fan favorite and they have high hopes for him. One of the main reasons Smoker deserves a promotion is that he is among the select few Marines who care about the welfare of the people. He opposes news manipulation, which the current hierarchy in the Marine Corps is quite fond of. For now, Smoker will remain as vice admiral, but he will likely be the one leading the Navy.
