The essence of Naruto's dream is to appreciate those around him, and this is deeply connected to the fact that Naruto was rejected as a child. Being an outcast for the vast majority of his life with no one around to support him, Naruto naturally craved company.
At the beginning of the series, Naruto was doing all kinds of moves to get people's attention. This was pretty obvious to the fans and was actually one of the things that made the fans love him so much. As time passed, Naruto's thinking evolved as well, and as he became fascinated with ninjas, especially the position of Hokage, Naruto found that upon becoming Hokage, everyone recognized his skill, strength, and power. At the same time, he won everyone's love and support. Originally, Naruto's dream was not to become Hokage for no reason. Naruto wanted the approval of those around him and because he wanted to fill the void in his heart, he saw this huge dream in his eyes.
It's easy to see that this was an admirable dream that would keep fans in their seats for a long ride. Naruto Uzumaki took one step after another to make his dream come true when he defeated Pin, and it's safe to say that he did it well in that regard. Naruto's dream also came true at the end of the series, but, once again, the path Kishimoto took at the end was certainly not what fans expected, and in many ways, left a lot to be desired.

Mainly, when Naruto defeated Pin and saved Konoha, everyone around him approved, and every single person, from the commoners to the upper levels of the village, acknowledged that Naruto was the hero of the village. With that said, fans did get an OVA where Naruto finally became the Hokage. Like the end of the series, this part of the story was rather strange. Instead of being at his own inauguration, where he was taking the Hokage mantle from Kakashi, Naruto was knocked out by his daughter. Instead, Konohamaru used a shapeshifting jutsu to take Naruto's form and stand in his place.

The biggest problem fans have with Naruto's dream is that while he certainly gained the approval of everyone, he never became the Hokage he deserved. Naruto was made the 7th Hokage in the last few pages of the series and fans didn't even get to see him affect anything in Naruto's world as Hokage. Of course, Boruto certainly gave fans a glimpse of Naruto as Hokage, but there's another issue here, and that's Naruto being left out for the main characters. On the one hand, Kishimoto made him a hero in the most beautiful ways, but on the other hand, his dream of becoming Hokage was definitely not fulfilled and could have been so much better.
